Your site will need to appeal to your target audience: are they Corporate? Country people? City people? Youths? Mothers? Businesses? , etc.
What type of style would you like?
Should your site be Traditional? Old world? Corporate? Country? High Tech? etc. Take your time in choosing your base design to be as close to the style you want as possible. A good way to start is to use a web search engine like Google to search the Internet for relevant web-sites you like the design of. Let us know their URL and where it varies from the style you want.
What will be the purpose of your web-site?
